Characteristics of adults with substance use disorders expected to be eligible for Medicaid under the Affordable Care Act (ACA).
The rate of Substance Use Disorders (SUD) among health-exchange-eligible individuals was 14.6%. (Editor’s note – this is significantly higher than the Medicare or Commercial rates of SUD.) There is a significant unmet need for substance use disorder treatment. Of all the Exchange members who needed SUD treatment, only 12.8% received any professional treatment. The prevalence rate is high and the treatment rate is low.

Behavioral health facilities are expanding and increasing revenues to satisfy the increased demand from health exchange members. The Affordable Care Act made mental and behavioral health treatment one of 10 essential benefits required in new insurance policies sold on the federal health exchange, as well as to patients on Medicaid.
